In kingdom management, you can manage the relationships between clans, check armies and fiefs, or propose to change Kingdom Policies.
Two main methods I prefer. Join an existing Kingdom. Get rewarded fiefs. Leave kingdom with said fiefs. Talk to one of your governors and tell them you want to form your own kingdom. Works exceptionally well If you intentionally fail the dragon banner quest before you leave. Wait till a city rebels.

To create an Army in Bannerlord, you need to follow these steps: Press the button in the bottom right corner (it looks like three flags). On the left, you will see all the Parties that can join your Army, along with their troops and Influence cost. Select the ones that you want to recruit.
